HIV/AIDS Treatment, Care and Support Technical Adviser - Malawi Ministry of Health (MOH)

Aim: I-TECH, in collaboration with the Malawi MOH, is seeking a senior-level Technical Adviser to facilitate the continuation of national antiretroviral therapy (ART) scale-up and the prevention of key opportunistic infections (OI) in Malawi.
Basic Function:
· Through direct assistance and a strong focus on building Malawian capability and capacity the incumbent will assist the Malawi MOH, and more specifically the HIV/AIDS Unit, in the development and scaling up of implementation of treatment and care models for HIV/AIDS.
· This will involve, but not be limited to: linking HIV Counselling & Testing to care and treatment; OI management (including prophylaxis); management of TB/HIV co-infection; anti-retroviral (ARV) administration and safety in adults and children, as well as pregnant women; support and palliative care, including home-based care for people living with HIV and AIDS (PLWA); health worker safety protection and care; and monitoring and evaluation of the clinical outcomes of care and support.
· The incumbent will also be tasked with helping Malawi achieve its targets established in the 5-year ARV treatment scale-up plan. Training and mentoring of Malawian counterparts in all the disciplines related to Care and Treatment will be a major component of the incumbent’s functions.

Administrative Oversight: I-TECH Malawi Country Project Manager
Minimum Qualifications:
· Qualified physician (i.e. MD/MBBS) with at least ten years post-qualification experience in infectious diseases of which at least five years should be in sub-Saharan Africa (or equivalent combination of education and experience), in HIV care and support programs implementation.
· Incumbent must have both clinical and public health expertise and must have demonstrated practical experience in managing a large clinical program in a developing country context.
· A strong background in operational research and a proven track record of success in implementing studies (i.e. as demonstrated by publication in peer-reviewed journals) and translating research into policy and practice.

Senior Epidemiologist

The California Department of Public Health, Tuberculosis (TB) Control Branch, is seeking a highly experienced epidemiologist to lead key statewide epidemiologic and research initiatives and to mentor Branch epidemiologists.
The TB Control Branch is made up of a team of dedicated public health professionals who provide leadership and resources to control and eliminate tuberculosis in California, and is regarded as a national leader in innovative TB control projects.
The position is located at a newly constructed campus in the Marina Bay district of Richmond, walking distance to the Richmond Marina, the Bay Trail and adjacent parks. The campus is directly off a main freeway exit, with secure free parking. There is also a free shuttle from BART.
JOB SUMMARY
Lead data analysis, interpretation, applied research and evaluation activities necessary to inform statewide TB prevention and control activities. Oversee and act as mentor for key epidemiologic studies within the department; directly supervise statewide participation in the national TB Epidemiologic Studies Consortium. Conceive, plan, and conduct complex epidemiologic research and evaluation on the prevention of tuberculosis in California, using current epidemiological methods to analyze data, and develop new recommendations to improve TB control in California. Work closely with other epidemiologists and statisticians and directly supervise the work of four epidemiologists. Use data to solve challenging public health problems; work closely with local TB programs, and state, national and academic institutions, to build and evaluate an evidence basis for TB control practices.
QUALIFICATIONS
Required:
BA/BS with a major in Public Health with a concentration in epidemiology or biostatistics or a related field and six years of experience in analysis or operations research; or an equivalent combination of education and experience; strong knowledge of the fundamentals and principles of epidemiology, biostatistics and public health; fluency with current, state-of-the-art statistical methods; excellent written and verbal communication skills; knowledge of computer programming and data processing techniques; proficiency using SAS, MS Access and MS Excel for data management and analysis; proficiency in MS Word and MS Outlook; ability to provide insight into analytic methods and interpretation of data.
Preferred:
Advanced experience and/or educational degree in addition to MPH in the area of public health or epidemiology which would support mentorship role; communicable disease and public health experience, particularly knowledge of TB control program operations; working familiarity with informatics and disease surveillance systems; experience disseminating data to policymakers; supervisory experience.
